The proposed multi-billion rail system from Kapolei to Honolulu now has a new problem. Different communities are competing over where the rail route will go.

Many people want the huge 28-mile, $4.6 billion project that was proposed first, but Mayor Mufi Hannemann says Honolulu cannot afford it at this time.
