  1. Cannot! Elderly and People with Disabilities will need seats! What a SNAFU waiting to happen!! Oh, does that raise the cost per rail car? If so, how much? Design and construction? Who makes sure the seats are available if no one is on the car? ALL THOSE ARE SOFT COSTS!! The soft costs are also every day costs that will add up when employing transportation employees. Guess we need billions more headed into the few-choo-choo-er of dollars accounted for so far…
