The 123s of Good State Budget Management-Hawaii DOE and State Budget Need to Be Prioritized So Kids Go to School and Taxpayers Aren't Subject to Raids, Lotteries and Tax Hikes

The calls, in recent weeks, for new sources of government revenue to restore cuts in the Hawaii state Department of Education budget reminds me of a lesson I learned 40 years ago when I was on active duty in the Navy.
