    Advertiser Editorial Does Not Get to the Root of the Problem

    The Honolulu Advertiser editorial (1/5/03) “City Council must set fresh budget plans” is a step in the right direction but doesn’t go to the root of the problem.

    Rep. Roy Takumi, D-Pearl City, chair of the House education committee, yesterday deferred action on the governor’s education reform bill, HB 1082.

    The bill proposes a constitutional amendment to give parents and taxpayers as well as teachers a choice to change the nation’s only single-statewide school district into smaller school districts so there is more local control and less bureaucracy.

    Takumi’s action means the governor’s bill is stuck in his committee and will die along with any chance for education reforms unless he is convinced to move it forward to another committee by public demand.

    However, Takumi has so far ignored the many people who came to testify and plead with his committee to at least allow the bill to go through so it can be put on the ballot for the people to vote on in the 2004 general election.

    Neighbor islanders and rural Oahu teachers and parents have long complained that the present system with a statewide board neither reflects their concerns nor grants them flexibility and they want the option to vote for change. Even some Democrat legislators on his committee from the neighbor islands are hoping he’ll push the bill forward and have their views made public.

    The administration bill, HB 1082, would simply give people the choice as to whether or not to change the system. However, adamantly against change because their power and funding base will be affected are the Department of Education, the majority of the Board of Education members, the Hawaii State Teachers Association union and the majority of the Democrat legislators.

    Sen. Education Chair Norman Sakamoto, D-Moanalua, has played political hot potato and says he will base his decision on whether to hear the companion reform bill in the Senate education committee on what happens in the House.

    Five Reasons Why Light Rail is a Bad Idea for Hawaii

    Having come from Portland Oregon, which has the Max Line, I have five reasons why light rail public transportation is a bad idea for Hawaii.

    First, even with Federal matching funds, the project will never, ever pay for itself. It will at the time it is built, and forever after, be a drain on the state’s or city’s budget. I can’t think of a single case where a rail commuter line has ever paid for itself, even the highly successful LA Blue Line can barely break even. Even when such commuter lines’ ridership far exceeds projections they still must be subsidized by the state or city. Can Hawaii afford this?

    Second, light rail systems are unbelievably ugly. One of the most salable aspects of Hawaii is its natural beauty. Rail lines, and the power lines used to power most modern light rail, is one of the uglier of human creations in the realm of modern city life. Do the residents of this beautiful state want to compromise it with light rail lines? Nobody ever considers this aspect.

    Third, as it has been presented it will never serve the interests of tourists. The rail lines will only serve a select portion of Oahu’s residents, which all the rest of the residents will have to subsidize. Since the intent is to reduce freeway commuter traffic it will be specifically designed to ignore tourists. No solution that ignores tourists is ever a good idea in this state.

    Fourth, even if the rail lines were a total success they will have a minimal impact upon the aforementioned commuter traffic problem. This has been the experience of nearly all cities. Even with a full ridership, the percentage of commuters is so small as to make almost no impact upon commuter traffic. The solution doesn’t solve anything.

    Fifth, the money spent on a rail line would be better spent on revamping the H-1 freeway. Hawaii’s freeway system was designed four decades ago and is in desperate need of an upgrade.

    No matter which way one travels, the squeeze in the H-1 from Punahou to where the H-1 and Hwy 78 diverge is always the problem. I used to work at the airport, and live in Waikiki and travel this up to four times a day. Until this part of the H-1 is revamped, there will always be a problem, even with Gov. Linda Lingle’s proposed bypass. A rail line will only divert from this needed upgrade.

    The 'Aloha Stadium Problem'

    We just attended the Pro Bowl at Aloha Stadium, and have some suggestions that might solve the “problems” that the state seems to be having with it.

    First “problem”: Do we need a new and larger stadium? Emphatically No! We seldom can fill Aloha Stadium, and even the sold-out Pro Bowl, the largest, most well-attended event of the year, had hundreds of empty seats.

    Why should we build a ”’new”’ stadium that will cost millions of tax-payer dollars, when we already have one that is more than big enough, centrally located and in generally good condition.

    Yes, the Cor-Ten “non-rusting” steel has rusted. Surprise. Hawaii is an environmental test for any material: Heat, high humidity and salt-spray are the exact conditions that engineers use to evaluate corrosion of materials in test chambers. Cor-Ten Steel was introduced in the ’50s as a rust-resistant material. It is resistant to rust, but is ”’not”’ rust-proof. Even so, it is still far cheaper to maintain our existing facility than it would be to replace it with a new stadium, which will also require maintenance. Just think of the difference in the cost of doing some body work, rust proofing and re-painting a1975 car versus the expense of buying a new Buick. Sure, a new Buick would be great, but aren’t we on a budget? And the Buick will soon need maintenance, too.

    Of course, we could try to get the money from the Federal Government, right? Oh, I forgot … the money they so generously send to us is the same money that we send to them, minus a large “handling fee.” …

    But the cement pad under the “movable” stands needs replacing, at considerable expense. Simple solution: Don’t move it. Make it a permanent football facility, and play baseball games — college or professional — at the ”’new”’ University of Hawaii field.

    Need more seats? Get some inexpensive additional capacity by filling in the pie-shaped corners where the stands used to be moved (for baseball games) with ”’seats.”’ At least 6,000 more seats could be easily added, giving us a total capacity of over 60,000 … enough for almost any foreseeable event, except maybe an Elvis Concert, which seems unlikely.

    If you need even more capacity, raise the four center (formerly movable) stands about 20 or 30 feet, and add more about 3,000 “premium” seats underneath.

    Oh, you say you need special “luxury boxes” for the rich guys and/or politicians? Tough, make ’em watch the game, instead of eating, drinking and schmoozing.

    There, problems solved. Next?
