Surrounded by nearly 100 enthusiastic members of the public and private unions and big business leaders, Honolulu Mayor Mufi Hannemann from a podium at City Hall, waved his arms and cheered in support of Bill 40, which was about to be heard on second reading before the Honolulu City Council.

The rally held yesterday at Honolulu City Hall on Bill 40, which allows the City and County of Honolulu to raise Hawaii
