    Joe Bob's America: Free Geraldo!

    NEW YORK, April 2 (UPI) — Nobody else seems to be volunteering for the job, so I’ll do it. I’m the only person on the entire planet who thinks Geraldo Rivera was framed.

    I happened to be watching Fox News when Rivera did his little map in the sand. That was the only chance to see it, because when it was replayed later on rival networks, they blacked out the sandbox and eliminated the audio.

    Let me first say this: His explanation of the movements of the 101st Airborne was the equivalent of third-graders playing with plastic army men in the dirt. I’ve been in touch football huddles where the diagramming was more precise. His attempt to draw a map of Iraq looked like a schizophrenic’s finger-painting of a wounded water buffalo with no head.

    He basically had three locations on the map: Here’s the 101st Airborne, here’s Baghdad, and here’s the road to Baghdad. As I write this, I’m looking at The New York Times, which prints large, detailed, colored maps every day showing the positions of troops and the sites of engagements. They have the 101st Airborne precisely pinpointed, and they have a big red arrow showing THE DIRECTION THEY’RE TRAVELING. The road Geraldo was talking about is THE SAME ROAD EVERYONE ELSE HAS BEEN TAKING.

    In other words, military value of the Geraldo Map: equal to a drunk watching CNN at Velma’s Roadhouse in East Pisgah, Ky., and scrawling his opinions on a napkin with a crayon.

    So what was this about, really?

    It was about somebody at CNN or MSNBC watching Geraldo that morning, saying, “Hey, he can’t do that!” — and then calling their correspondent in the field and forcing them to go to the military command and demand to know how Geraldo got away with “revealing troop movements.” Geraldo overreacted when he called it “a pack of lies” by “snakes” at the companies he used to work for — NBC and MSNBC — because it wasn’t really lies. It was just manipulating a public affairs officer into making a decision about something that, if left alone, would have gone unnoticed. But Geraldo was right that it was petty bickering by people who don’t like him.

    Geraldo did NOT get fired, as some outlets reported. Fox stepped in and suggested he be repositioned in Kuwait while the tempest blew over — and the Pentagon was happy to be rid of it.

    Its main effect was to dilute the impact of the REAL story that day, which was the firing of Peter Arnett as a correspondent for NBC, MSNBC and “National Geographic Explorer.”

    Arnett’s sin was that he gave a brief interview to Iraqi national TV in which he expressed some opinions about the resilience of the Iraqi fighters and the influence of civilian casualties on the anti-war movement. Once again, this interview was blacked out in the United States. Fortunately, you can download it on the Internet.

    It’s not very original stuff. I’ve heard it over and over again. Most of the things said by Arnett have been said by retired generals on American networks. Nevertheless, when NBC News President Neal Shapiro fired Arnett, he said it was for two reasons: first, that he granted the interview at all; second, that he discussed his “personal observations and opinions.”

    My, my, my — personal observations and opinions from a reporter in the field. Check my attentiveness here, but has there been a single TV reporter ON ANY NETWORK in the past two weeks who hasn’t given us a constant stream of personal observations and opinions? Some of them get so personal that they get all choked up on the air.

    What Shapiro should have said is that he hated Arnett’s opinions, not that there’s some company policy against having opinions and expressing them on the air — on networks that are available in Baghdad! Normally when a news executive fires a reporter because he disagrees with his opinions, the Fourth Estate rises up in indignation. Not a peep this time.

    But the more pertinent reason was probably Shapiro’s first charge in the Arnett indictment — giving an interview to Iraqi TV. Shapiro is saying that an interview on Iraqi TV, because it’s state-operated, is fundamentally different from giving the same interview on an American network, even if the American network is watched by Iraqis.

    This goes to the very heart of the question: Who does the American media work for? My own view is that they shouldn’t work for anyone; therefore they should be able to give interviews to anyone. Prior to the Geneva Protocol of 1977, reporters traveling with armies were regarded as members of the military information office, and many of them wore uniforms and carried weapons. After that protocol, all journalists were declared to be civilians, forbidden from wearing uniforms, and forbidden from carrying firearms. The clear message seemed to be: They don’t work for any government.

    The reason this protocol was changed is because journalists themselves WANTED it changed. Yet there were intimations this week that Arnett was giving “aid and comfort” to the enemy, which is a federal crime. There’s not supposed to BE an “enemy” for a journalist. Does this mean that an American journalist would be prohibited from, say, taking a job with al-Jazeera? I hope not.

    The truth is that the American media’s objectivity stops at the border. We’re not mature enough to have a truly internationalist point of view. And that means that, even if you don’t work directly for the war ministry, you’ll be held to its standards.

    I don’t have much sympathy for Peter Arnett — not because he gave the interview, but because he apologized for giving the interview. One thing you can say for Geraldo: he never apologizes.

    Both men landed on their feet. I expect Geraldo to be creeping back into Iraq any day now. Arnett got a job the same day with the Daily Mirror in London, which announced his coming with the headline “Fired By America For Telling the Truth.”

    One other point. The reason Rivera and Arnett make everyone nervous is that they’re among the reporters who are NOT embedded. Arnett roams around Baghdad. Rivera roams around anywhere they’ll have him. As it turns out, it’s Neal Shapiro, in New York, who’s embedded.

    SARS Update: Tracking the Disease in China

    WASHINGTON, April 3 (UPI) — A World Health Organization team of disease experts arrived in China’s Guangdong Province Thursday to begin an attempt to track down both the origins and cause of severe acute respiratory syndrome.

    According to WHO reports, the number of cases of the disease known as SARS now totals 2,270 worldwide, including 79 deaths reported in 16 countries.

    In addition, with the report of the first probable SARS case in Brazil, the pneumonia-like disease has been reported on four continents.

    In Guangdong, where the disease is first known to have originated last Nov. 16, the WHO team listened to reports from local doctors and health officials about the outbreak. The province lists 1,153 cases and 40 deaths through the end of March, making it the area most seriously affected by SARS to date.

    Officials said they still think the disease is caused by a member of the coronavirus family, although thus far they have not been able to isolate the culprit organism. The consensus among microbiologists is SARS is a virus that either has jumped to humans from an animal or is a human disease-causing organism that has mutated into a more virulent form.

    As the Centers for Disease Control and Prevention in Atlanta reported Wednesday, “Alternative diagnoses have included infection with influenza virus, respiratory syncytial virus, Haemophilus influenzae, Streptococcus pneumoniae, and Staphylococcus aureus.

    Total U.S. cases of the disease stand at 100, with no deaths reported.

    In other SARS-related developments:

    *The Hong Kong department of health reported 26 new cases Wednesday, which WHO officials said “represent a significant decline from the 155 cases reported on Tuesday and 60 reported on Monday. This trend suggests that the extraordinary control measures undertaken by the government are working.” Hong Kong officials also said 89 SARS patients have been discharged from hospitals.

    *Six new cases have been reported in Malaysia, four in Canada, three in Singapore, two in France, and one each in Taiwan and Vietnam.

    *Two of Romania’s three reported cases, one of the two cases in the Republic of Ireland, and the single case in Spain were removed from the list when determined to have other causes, according to the WHO.

    *The American Association for Cancer Research announced it has canceled a conference involving 16,000 delegates and scheduled for this weekend in Toronto due to SARS fears.

    *Although Indonesia has three suspected SARS cases, officials are awaiting confirmation through tests being conducted by the CDC in the United States, Health Minister Achmad Suyudi told the Jakarta Post.

    *A 3-year-old Canadian girl has been isolated at a hospital in Shepparton, Australia, as a suspected SARS case. The girl developed a bad cough and flu-like symptoms on Monday and was rushed to hospital when she became more lethargic and short of breath, ABC News-Australia online reported.

    *South Korean health authorities breathed a sigh of relief Wednesday after a female traveler who complained of flu-like symptoms turned out not to have SARS. The woman, in her 30s, had arrived at Taegu airport from Bangkok, Thailand, and was tested for the disease after showing symptoms such as fever and coughing, but X-rays proved negative for the disease and she was diagnosed with a simple cold, the Korea Times reported.

    *Following the WHO’s lead, Japan issued a travel warning Thursday for Hong Kong and China’s Guangdong province and stepped up quarantine efforts at airports to guard against the spread of SARS, the Japan Times reported.

    *Russia’s public health authorities have advised citizens to avoid non-essential trips to countries affected by SARS, according to Novosti, the country’s news service.

    – The European Union’s Attack on Financial Privacy Will Hurt the World’s
    Capital Markets

    The European Union’s tax authorities are moving to get their hands on
    capital invested in the world’s low-tax nations, including Switzerland
    and the United States. Representatives of several EU nations,
    particularly British Chancellor of the Exchequer Gordon Brown, have
    urged Switzerland to abandon her centuries old policy of bank secrecy,
    purportedly to help EU nations fight tax evasion. And, in late 2002, the
    IRS moved to require U.S. banks to report interest on deposits paid to
    nonresident aliens residing in the EU nations-Austria, Belgium, Denmark,
    Finland, France, Germany, Greece, Ireland, Italy, Luxembourg, the
    Netherlands, Portugal, Spain, Sweden, and the United Kingdom.

    Tax evasion is a major problem in Europe. But a rollback of financial
    privacy in Switzerland, the United States, and other lowtax countries
    would not only not help solve the problem, it would harm capital
    markets. Here’s why.

    For the government of a hightax nation like France, money that its
    residents have invested in Switzerland and the United States is a
    tempting target. But the real problem is not that the money has left the
    country, but why it has left.

    France’s government spends far more than it takes in. France has high
    taxes, with a tax burden of about 45.5 percent of GDP, including a top
    personal income tax rate of 54 percent and a value added tax of about 19
    percent. Like other high-tax countries, such as Sweden and Germany,
    France faces a significant problem of tax evasion — about 17 percent of
    GDP — which is often accompanied by capital flight. In 2000, France’s loss
    of earnings to capital flight was about $40 billion. In 2001, $85.8
    billion in capital left Europe.

    By contrast, low-tax countries have a far better balance of accounts — and
    healthier economies generally. Four European countries with low
    taxes — Ireland, the Netherlands, Luxembourg, and Switzerland — account for
    only nine percent of European GDP, but attracted 38 percent of foreign
    direct investment from the United States between 1996 and 2000. At the
    same time, U.S. tax rules attract foreign investment here. Ronald
    Reagan’s 1981 tax cuts helped increase capital inflows during the 1980s
    by increasing the after-tax profitability of U.S. investments. U.S.
    businesses deployed the increased capital available to them to buy more
    efficient equipment, raising productivity. Workers became better off as
    wages and benefits rose.

    What would be the likely result of Switzerland and the United States
    sharing more information with EU tax officials? Would France catch more
    tax evaders and enjoy a rosier economic picture? That is highly
    unlikely. French tax and economic policies simply will not foster
    growth. There are other ways for French (and other Europeans) reluctant
    to pay taxes to avoid paying them other than sending their money abroad.
    Here are some alternate fates for French capital:

    *The domestic underground economy and other forms of tax evasion.

    *The pockets of emigrants leaving for other destinations (25,000 people leave France every year for tax reasons).

    *Magically disappearing, as if it had never existed at all, because taxation destroys human capital-accountants become artists; potential entrepreneurs spend 20 years in graduate school.

    *Legal tax avoidance and structuring.

    As long as France, Sweden, Germany, and other EU countries remain
    high-tax nations, they will fail to accumulate capital. Any concessions
    Switzerland makes towards transparency will be of little or no use to
    them. It is not that tax evasion is a good thing. It is not. But some
    approaches to addressing it transgress on the sovereignty of other
    nations and rights of privacy — for nothing.

    Yet a diminution of financial privacy would be of consequence for
    capital markets. Putting a stop to capital flight might not yield more
    tax revenues, but it would mean less available capital for the world
    economy as a whole. Capital flight is a misnomer. A better term is
    “capital formation.” What goes on in the capital markets of Switzerland,
    the United States, Luxembourg, Antigua, etc. is not the passive
    reception of capital. It is the creation of capital. Low-tax
    environments create the incentives in which wealth is born. And not just
    monetary wealth-taxes affect the deployment of human capital and
    knowledge. Every time a Swedish doctor stays home to paint his own house
    rather than hiring a painter to do it, there is a loss of what his human
    capital could have contributed to the world economy.

    If the United States and Switzerland concede to the tax authorities of
    high-tax EU nations the information they seek, those nations will see no
    increase in tax revenues as a result. More of their citizens would
    emigrate and permanently give up their citizenship. Companies would
    continue to be formed abroad. Evasion would continue to rise as a
    domestic problem. And the world as a whole would be poorer. Wealth would
    be destroyed.

    At this point high-tax nations would have an option. They might declare
    themselves satisfied. They might engage in tax reform, addressing
    domestic deterrents to capital formation and spurs to tax evasion. They
    might even reduce taxes, as tax evasion is lowest in lower tax nations
    like Switzerland, New Zealand, and the United Kingdom. Or they might
    demand yet more concessions from the United States and Switzerland.

    Which course are they likely to take? So far, their most likely course
    appears to be to demand more concessions, such as “harmonization” of tax
    rates, from low-tax countries. European Union economists have begun to
    move in this direction. And there is little in the OECD’s literature to
    suggest it recognizes the value of tax cuts.

    The irony is, only reduced taxes are likely to produce the kind of
    economic growth that EU nations require to sustain their standard of
    living-including high rates of government spending. For example, in
    1997, Switzerland raised the same amount of tax revenues per capita as
    Sweden, even though the Swedish tax rate, at 61.5 percent, was then
    double that of Switzerland. Reducing tax rates in Ireland changed the
    government’s deficit, at 15 percent of GDP in 1980, to a surplus by
    1998.

    We can only hope that the new Treasury secretary will keep an eye on the
    EU and its allies in the IRS. EU folly should not be indulged at the
    cost of capital markets.

    Honolulu city prosecutors issued more than 200 subpoenas over the last few weeks to individuals they want to question in connection with the investigation into the campaign and administration of Honolulu Major Jeremy Harris.

    The majority of the subpoenas went to those in the construction industry, including engineers, architects and contractors, who contributed the maximum amount of $6,000 to Harris’ 2000 campaign for governor.

    Local and federal law enforcement agencies are looking at the connection between campaign contributions to the Harris campaign and the procurement of city contracts.

    The state Campaign Spending Commission also continues to issue subpoenas related to this investigation. More than 100 construction-related firms are being interviewed about the alleged pro-quo.

    Some of these companies have signed conciliatory agreements with the state Campaign Spending Commission admitting they funneled money to friends, family and employees to reimburse them for political campaign contributions they made to the mayor’s campaign.

    In addition to targeting construction-related firms, companies that made contributions to the mayor’s campaign, allegedly in exchange for quick or special permitting, also are under investigation.

    ”Senate Ways and Means is Tax and Fee Happy”

    The Senate Ways & Means committee met yesterday to consider a series of tax and fee increase proposals.

    One proposal that passed, HB 1182, provided appropriations for emergency services by raising the motor vehicle registration fee and creating a special fund to hold the monies. The “nexus” essentially was cars cause accidents, so drivers should pay for the emergency services, which included ambulances, helicopters and emergency rooms in rural areas.

    Another tax increase proposal came in HB 510, which Senate Democrats gutted and replaced with language that raised general excise taxes from 4 percent to 4.5 percent, a 12.5 percent increase. The House so far has not approve this tax hike, so instead, Senate chairs gutted one of the House’s approved bills, and inserted language that brought the proposal back to life in the Senate. The Senate earlier passed over to the House a bill to raise the taxes to 4.5 percent, but the House did not hear it.

    Another tax bill allows the City & County additional taxing powers and creates a sales tax in addition to the state’s general excise tax.

    ”Hawaii May See Largest Tax Increase Ever”

    Lowell Kalapa, president of the Tax Foundation of Hawaii, says the Legislature is proposing the largest-ever tax increase through a series of three new tax proposals for a total of $400 million annually.

    Those include the proposal to tax every citizen between the ages of 25 and 99 a $10 per month tax (goes up to $25 per month) to pay for long-term care for those citizens who did not save money for such a purpose.

    The poor in Hawaii already have their long-term care paid for by the federal government, but Democrats want to subsidize the care of the other more wealthy who have not chosen to save for long-term care.

    The other taxes are the general excise tax hike of 12.5 percent and the county sales tax.

    The governor plans to veto all of the tax increase bills except for the county sales tax proposal. However, Senate and House Democrats already are planning a veto override.

    The public against such tax proposals should write to their legislators, especially House and Senate finance chairs.

    Dems Vote to Refuse Federal Education Money

    Despite calls by Democrats that the state has no money for education, House Democrats voted to refuse federal money to avoid meeting “No Child Left Behind” education standards.

    House Higher Education Committee Chair Mark Takai, D-Pearl City, says that is because Hawaii’s schools would fail to reach education standards set down in the “No Child Left Behind Act,” a federal bipartisan measure backed by U.S. Senator Daniel Inouye, and U.S Representatives Neil Abercrombie and the late Pasty Mink.

    So House Democrats backed a resolution that rejects federal money given to improve education here if Hawaii follows “No Child Left Behind” guidelines (HCR 147). Republicans and one lone Democrat voted to keep the federal funds.

    My feeling is Hawaii should not let fear of failure scare us into returning the much needed federal funds.

    Our expectations for our schools are too low. Let’s not step away from this challenge. Let’s not be afraid to fail. Hawaii must step forward to meet this challenge.

    The danger is that my colleagues think of this as a potential failure. If you think this way, you have lost.

    In fact, it’s okay to fail a test if we go on to clean up our act, wipe off the blood, and pass the test the next time.

    If we fail, let’s find out what’s wrong with our education system and correct it rather than say we don’t want to play.

    It’s time we stepped up to the plate. Instead of asking for the slow pitch, let’s ask for the high heat.
