  2. There is a reasonable chance this law will be upheld. Speech is restricted all the time under what are called "time, place and manner" restrictions. As long as they are viewpoint-neutral, you can regulate a lot of conduct. It's why cities can require permits for marches or force abortion protesters to stay hundreds of feet away from clinics.
