Why are descendents of Native Hawaiians who embraced and participated in the new nation after the 1893 velvet, bloodless, no-shots-fired overthrow of Queen Liliuokalani not excluded from participation in the nation envisioned in the Akaka Bill?

Non-Native Hawaiian subjects of the Queen are excluded whether they opposed the takeover or not. But what about those Native Hawaiians, former subjects, who quickly took the oath to become citizens of the subsequent Republic, ran for public office, dominated the Legislature and refused to help the Queen achieve her wishes to be reinstated? Why should their descendants be included as the Akaka Bill beneficiaries?
